"Section 177 " states following California standards for low emissions & electrification

California has the authority to set its emission standards so long as they are tighter than the federal.
Several states have adopted California standards for criteria pollutants (Low-Emitting Vehicle or LEV standards), Zero-emission vehicles (ZEV) sales targets to interim years, and now more recently it’s mandate on all vehicles to be external plug chargeable by 2035*. This was part of the Advanced Clean Cars 2.0 regulation.
*Mostly battery electrics and up to 20% plug-in hybrids.
Here’s a chart which shows the latest on the states following these various standards.


That’s about 40% of the light-duty market
Collectively, around 40% of the light-duty vehicles sold in the US will have to meet the California LEV standards*
The list is growing though, such as with the latest addition of states like Nevada, Minnesota, Virginia and New Mexico which implement the LEV and ZEV standards in the 2025 – 2026 timeframe.
*35% states meet both the LEV and ZEV standards. Note that Pennsylvania and Delaware currently have implemented the LEV standards but not the ZEV standards.
